What Does This Symbol Mean in The First Descendant

A lot of players are confused by a new symbol that recently appeared on some of the stats in The First Descendant. 

In the game file this icon is called "Icon_Reverse". This doesn't really tell us what it does. Now when we look ingame it is always appearing on stats with negative numbers.

What does the symbol mean? It's an icon that indicates that a negative number is "good". 

For example the Thirster's Resolution Ancestor Module in the image below has a -0.214x Skill Cost perk, and the icon indicates that this is actually good because it reduces the cooldown of your skills!

The appearance of the icon is very inconsistent. On some things where it makes sense you will see it, but on other stuff you won't see it.

Additionally, the symbol itself is not very enlightening when you don't know what it means, it often just confuses players.
